Renovation of the Penttilä sawmill site in Joensuu

The city of Joensuu purchased the 40 hectare site in January 2008. The old sawmill site is located on the banks of River Pielinen, close to the city centre. Penttilä sawmill operated industrially for over one hundred years. As a result, the soil contains various harmful substances, such as heavy metals, dioxins and furans. Before the construction of the new housing and employment development can begin, the site must be rehabilitated for its new purpose, and the soil must be remediated.

New neighbourhood built on clean soil

The Penttilänranta area is divided into three sub-sites based on their previous use, future use and the objective of the renovation. The old three-hectare mill pond which contains contaminated sediments will be remediated by suction dredging for use as a boat harbour, and the seven-hectare landfill site will be encapsulated and redeveloped as a landscape and industrial site. The vast 25-hectare sawmill and treatment area will be redeveloped for housing and offices by mass replacement and demolition of old structures.

Sito is involved in the Penttilänranta remediation project as a project management consultant. Its main tasks include preparing and implementing bidding processes, providing recommendations on contract awards to the city, managing the design and construction processes, and supervising tasks.

The renovation project will be carried out using a quality responsibility operating model developed specifically for environmental projects. A total of one million tons of contaminated and clean soil and sediment masses will be moved in the area. Up to 95% of the contaminated masses will be reused for other purposes in accordance with the principle of quality responsibility.

Planning and plot sale

The objective is to find developers who are capable of high-quality design and implementation, and who can work with the city council to further the development of the zoning draft into a development plan during autumn 2010. The main objective of plot sale is the provision of high-quality housing and workplaces in the vicinity of the city centre. A second key objective is to cover the costs of the renovation and municipal engineering with the income from plot sales, according to Tero Toivanen, the city’s project manager. The entire area is planned to include approximately 170,000 k-m2 of permitted building volume which means roughly 2,200-3,300 residents.
